Safe prevention theory

With the talk of ID cards on the news, I thought why doesnt each government make their citizens have a 12 month HIV check and issue them with an ID card showing when they last tested and the result? I mean if you go for a job in a foreign country or permanent residency, you often have to take a hiv test first.

Then if all civilised countries regulated hiv (just like they regulate havng to have an MOT on ur car), then all people have to do in bars when they meet each other is show each other their cards. Of course that would prob start hiv+ bars but at least everyone would be safe....or safer. no?

lol. but I think governments should have done this from the beginning....they are all idiots not regulating it. Now look at the situation!
