can anyone tell

yesterday i noticed up on mt left thigh,i found four red dots(yes four dots only,can see very clear),they present like bite by mosquito or insect(it's itchy yesterday only),i went Dr,he also said it look like also.,i asked him are they related to hiv,he say NO,then he gave me a cream called HYDROCORTISONE .what was shocked me is that the indications: for relief of symptoms of acute and chronic dermatoses eg,eczema,contact dermatitis,psoriasis.are they common? or anythings to do with hiv?could it be the rash like present on hiv?
even i been told many times no risk and got two 6 and 8 weeks negatif results,i still have weird symptoms(like my teeth itch last few days,)i rally have no idea what caurse them.i'm in 10 weeks now,could the aymptoms come so late?many many thanks replying(teak,nursegirl,lizzie and everyone helps)

EXACTLY WHAT PART OF "NO RISK" ARE YOU HAVING TROUBLE COMPREHENDING?????????
