cut on the scrotum... scared and worried

hello doctor. i'm an indian guy. i had a protected sex with an asian escort at a massage parlour in NYC about a month ago. The oral and the vaginal sex was protected. But 2hrs before i had sex, i cut my scrotum while trying to trim down the genital hairs. The cut was located about the middle of the scrotum. The cut was about 3 to 4 millimeters in diameter.  It was bleeding for about 2 minutes and then i washed with water and it stopped bleeding. When i got to the massage parlour, the girl gave me a shower before the encounter. i'm not sure if the cut was exposed to the girls vaginal fluids during the vaginal intercourse. Also i might have had cracked cuticles.(bcas i fingered her) Assuming that I was exposed to both these scenarios,

1. what is my risk?
I've read that virus does not live long outside the body. But since it was a quick exposure, i'm still afraid.

2.5weeks later i had a cold with a slight sore throat which lasted about 7 hours and then i had a runny nose for a day, but no fever. 3 weeks after exposure, i spotted 3 small dark brown bumps(slightly elevated) on the left side of my forehead. I've been reading about ARS rashes online and have been worried about contracting HIV. these bumps are small. i'm really not sure whether i had these bumps before the third week or not. i never really paid attention to my forehead until i started reading about ars rashes. i was wondering if these ARS rashes were widespread or localised.

2. Does my rash sound like a hiv rash.  these 3 bumps are all closer together in a 1 cm diameter area. i'm scared and worried. .i'm getting tested this week...someone please help...

1. You didn't have a risk.
2. No they aren't ARS, you didn't have a risk
3. No same as #2
