It's been 2 weeks and 2 days after my exposure. I started feeling pain on my right shoulder (on and off) since Sunday, sore right hand muscle, and tingling on my right hand today. Can these be ARS symptoms? I also have thick white deposite on my tounge which I had for many years. It also started to concern me. Can all these be symptoms of other STDs? Please, help.

A P-24 and a PCR-RNA tests are a waste of money and are not stand alone tests. Just go get a Rapid antibody test at 3 months post exposure and you'll receive your conclusive result.
It would be better to go to a doctor since he can order the specific p24 or the 4th generation test, anyway I dont live in th US and I dont know but Im pretty sure that in San fransisco those test are avilable.

4 weeks is 85% accurate for antibody test right, not PCR? Today is 15 days after the exposure, so it means I should wait 13 more days (May 21st) to get DUO or fourth generation test? Where/how do I find places offer DUO or fourth generation test? Thank you.
RNA PCR are NOT recomended to routine scrennening since they have a 2%-9% false positive rate, cost and other technicall factors, at 4 weeks the test would be 85% accurate, at 6 weeks 95%,, you can get a DUO test or forth generation test at 28 days and it would be more than 95% accurate by that time, if you are after the 4 weeks then you just have to wait 2 more weeks to the 6 week test, and then you have to test at 3 months to get a conclusive result.

If he penetrated you unprotected it does palce you at risk from hiv and other std (No penetration = no risk) you cant trust 100% some one else word about their status your sex partner had several unprotecetd exposures so he would be at high risk, your symptoms have nothing to do with hiv, anyway a single unprotected receptive anal intercourse has a risk per act of 1/200 so the odds are in your favor. get tested at 6 weeks for a 95% accurate result and at 3 motnhs for a conclusive result.

He did not ejaculate inside me. But, I am still very worried that I might get infected. I have a very mild cold and running nose after 3 days and neck pain about 10 days later. Are these symptoms?

The answer is no. A conclusive test is 3 months post exposure. HIV is not a guessing game. If you had unprotected sex with him you will need to test 3 months post exposure to obtain a conclusive test result.
