In an adult, a positive HIV antibody test result means that the person is infected, a person with a negative or inconclusive result may be in the “window for 4 to 6 weeks but occasionally up to 3 months after HIV exposure. Persons at high risk who initially test negative should be retested 3 months after exposure to confirm results
Ok, well obviously thats a risk exposure, but 12 weeks negative still means conclusively you dont have HIV. There are other reasons that your platelet count could be abnormal, which your doctor should be able to discuss with you.

Your nurse is wrong. Its 12 weeks, and in actual fact tests taken much less than that have high degrees of accuracy.

If you have a negative test for HIV 12 weeks after exposure you dont have HIV. You should be speaking to your doctor to determine the cause of your high platelets.
