Almost everyone will develop antibodies up to 8 weeks, no doubt. So your 13 week test is more than excellent and proves that you don’t have HIV.
There are no illnesses or medications that affect HIV test results. The only exceptions are life-threatening illnesses like terminal cancer, very potent chemotherapy or immunosuppressive drugs. Delayed seroconversion or late seroconversion = urban myth, because of tests that are available today, and no matter which Ab test you did, it is conclusive at that time.
To say 1 in 65 000...Hmm.. I'm not sure. We do not have that information. But we can say that only those who are near death may not develop antibodies. Usually they are already hospitalized for other conditions, but generally it has not been much of them so far.

Also people say how do we know exactly 12 weeks is the deal,, WE DONT... but by 12 weeks HEALTHY people Will have made the antibodie BY 12 weeks not at 12 weeks...

does having diabetes delay hiv seroconversion? i keep hearing about delayed seroconversion.... what causes that?? and was my oraquick, and orasure antibody test a 3rd generation test? i wanna make sure it was the best possible antibody test i can get since they didnt offer any other antibody test at the site
3 months post exposure result is 100% conclusive and you even got 6 months negative test! You are 100% negative , relax and move on
