PATIENT W/ HOCM & CHF - PAIN IN CHEST/LEFT ARM

Is pain in the left arm and the chest symptomatic of heart failure.  My 90-yr-old mother will not let me take her blood pressure of contact the doctor.

Yes, when the heart cells do not get a sufficient supply of blood oxygen there can be pain (angina) as you describe as well as pain to the back shoulders.  Usually, the lack of a good supply of blood to the heart is caused by occluded vessels, heart valve regurgitation, etc.
