I don't know what this could be!

my daughter is 18 months old.  she started running a low fever and then it spiked to 103.2 I took her to the quick care hospital I just thought she was running a low fever because she is teething, when the doctor examined her he said she has A1 strep throat! All that night and the next day her fever was up and down. The next morning I was brushing her teeth and i let her hold the tooth brush so she could chew on it! It is still hard to brush her teeth so I let her chew on it thinking she could get the stuff that I couldn't. Well later on that after noon I noticed ulcer lookings things inside her mouth and outside her mouth, there is only 2 outside and 4 little ones right where your mouth meets together and  inside one that looks like a straight line and a few more little ulcer looking things in he inside of her bottom lip. I also seen one on her tongue! They are ALL WHITE  and a little swollen! Do you know what this could be!  Thankyou Darci

My daughter was exposed to hand, foot and mouth disease at her daycare which is very common in this age group (she is just over a year).  It's main symptoms are ulcers or blisters inside and outside the mouth, blisters on the hands and feet and in the buttocks area.  I was doing some reading on it right now because my daughter is getting a rash around her mouth and has a blister in her genital region.  It said that they can either have the rash in the mouth or on the body - they may just have one or the other.  It is also characterized by a fever.  Maybe this is something you could look into as well.

if you are concerned, call her doctor again with the new symptoms.  She could have many things going on including many viruses that cause mouth symptoms like this.  

did they culture her throat or just look at it and say strep?

I assume you are concerned that she has oral herpes that you posted here. yes she could and presenting like this wouldn't be unusual. Only way to know would be a culture of her mouth/throat symptoms for herpes.
