Is this Herpes

I had unprotected intercourse for about 20 seconds before I put on a condom. This was last week. I don't know the partners HSV status but she had no obvious signs at the time.

Yesterday I noticed like red splotches/spots on the inside of my foreskin (uncircumcised). They cover a decent amount of area. They seem flat (if raised its so small that I cant tell). I have no pain, no itching, no feeling whatsoever in these areas. No discharge I have also not experienced sore muscles, fever or any other symptoms.

The red splotches are still there. I have had balanitis and this does not seem the same at all. Is it possible to have a first outbreak without any pain or itching?
