No, licking of thighs does not represent a risk of herpes transmission.
Itching in general on the skin is not a herpes symptoms.
That's not what I was asking. Post a new small encounter with a new partner, who licked my thighs, but not genital region, and there was brief contact between genitals but no penetration. I developed the itching, went to the doctor, and they said I have cervicitis. Would what I described be likely to transmit herpes because otherwise I don't understand the cervicitis diagnosis because my pap smear a month ago was clear.
I don't understand; you do not have herpes, you cannot transmit it to anyone.
And the likelihood of a transmission if someone kissed around the region of my thighs but not my genitals would be basically impossible correct? And for skin to skin contact but no penetration to produce an infection there would most likely have to be visible sores present correct?
Not what you are describing, no.
Something similar may be experienced by some people with herpes; however you do not have herpes.
What you are describing cannot be used to infer a herpes infection, nor would it give any particular concerns as to an HSV infection.
