Penile raphe bumps/inflammation/fluffiness

Hi i am 28 years old uncircumcised male.
i have water/air type bumps/fluffiness on my penile raphe. I have them since 1-2 years, everytime after using ointment/cream bumps goes out but came back after some days. In winters i had them rarely but now summer is starting & again bumps are appearing on my perineal raphe. Irritating, water/air type, itchy, inflammatory bumps/fluffiness. In mid 2014 i had HIV, herpes, vdrl & tsh test and all tests were negative (normal). I have only one sexual partner (gf) & she don't have any kind of problem. I want to add one more thing & that is i do have itchy & inflammatory anus most of the time (same penile raphe inflammation & itching/irritation). I clean my penis regularly with dove soap & after that i use only coconut oil. Please help me regarding this. I am very much tensed.

Have the area swabbed and pcr tested. This really doesn't sound like hsv at all. I would visit a dermatologist.

Hiv, herpes, vdrl tested through blood sample.

Please if anyone can help? There is no pus/water in blisters. Pink colour blisters on perineal raphe (penis outer back skin).
