Herpes?

About a month ago i had unprotected intercourse with a partner whom didn't seem to have herpes.  About 3 to 4 days after intercourse I developed 3 small itchy bumps on the shaft of my penis.  These painless itchy bumps had no puss in them and did not pop or blistur, but they did scab over.  Accompanying the bumps my lymph nodes became swollen and sore to the touch.  3-4 weeks later the sore lymph nodes and bumps went away.  But one area where the first bump appeared hasn't fully healed persay.  It'll get itchy and little bumps will appear after masturabation in that specific area.  The little itchy bumps will go away after a day or so after masturbation.  Does this sound like a case of herpes?

Try it with a new lotion of give up masturbation for a few months to see what happens...

Well it actually is pretty much healed.  Nothing unusual is visual on my penis until i masturbate with lotion then I get a small bumpy itchy rash in the spot where one of the original bumps were.  And I'm pretty sure the lotion isn't causing it because i've used the same lotion for a while now and this is the only time I've had this kind of reaction.

It did sound like a possibility until you said one hasn't healed for a month.

It could be, but I'd go with a fungal infection like jock itch as a possibility too.  Why not get this checked by your doc?  Its too late for an accurate culture for herpes, but he might be able to tell if its fungal.
