set of blisters on glans

I am 28 years old, uncircumcised, single, male. From last 6-7 weeks I am getting set of painless blisters on my glans. In last 6 this set has disappeared from one place and reappeared at another place at-least 3-4 times.

It gets uncomfortable (itchy) only in the morning until I wash off the little white stuff appearing on top of these sores. Touching or rubbing does not pain at all, it just leaves a red mark of little skin erosion.

Three weeks back I was diagnosed by a dermatologist who suggested me to take up VDRL and Herpes IgG test and meanwhile apply Zimig (Terbinafine Hydrochloride 1 %)  cream for 7 days. The Test Results:
1. VDRL,Serum --- Non Reactive
2. Herpes Simplex Virus-1 IgG, Serum -------Range 0.01--------- Reference Range < 0.8 Negative
3. Herpes Simplex Virus-2 IgG, Serum -------Range 0.02--------- Reference Range < 0.8 Negative

I visited my doctor again with no results of zimig cream and negative test results, he said it is sub-clinical herpes and asked me to take ACIVIR (Aciclovir BP 400 mg ) for 7 days and suggested me to get laser application on each sore from him (which is going to cost per sore).

Can you please let me know if my symptoms are pointing to herpes or something else. And shall i follow the doctors advise of laser.
PS - I am not sexually active but had a oral sex 4 weeks before all this problem started with a not so known person

I doubt these are due to herpes from the sounds of things. if you get fresh lesions, be seen within 48 hours of their appearance for a lesion culture and typing for herpes to find out if they are or not. I wouldn't invest in the laser therapy - not a lot of info out there on its effectiveness in general and to pay per lesion, not worth it.
