From the CDC: Receiving fellatio, giving or receiving cunnilingus, and giving or receiving anilingus carry little to no risk. If you had no sores that were bleeding in your mouth or on the lips (no bleeding in the cracked lips) then there is little or no risk. If there was bleeding or you feel there is a risk then you should see your doctor and get tested for HIV now and at 3 months. There is a risk of getting gonorrhoeae (GC) , chlamydia (CT) and HPV just having oral sex regardless of cuts in the mouth. So you should probably be tested for GC and CT and only test for HIV if you think there was blood involved. There is no oral test for HPV. Generally, you slough off or rid yourself of these cells normally but there is always a risk in these types of activites if unprotected. You can have an annual check for oral cancer by your dentist for that anyway. Everyone should. If the chapped lips are not bleeding then no you can't get HIV or other viruses just because the lips are chapped. It can't get into the blood stream if there is no entry into the blood stream. If they are not bleeding or open to the blood stream you can't. You also don't get HIV through saliva. It would have to be a bleeding person or person with bleeding lips or open wounds in the mouth that were bleeding. You don't get it from a kiss or saliva. Other viruses such as flu, Epstein Barr virus (Mono) etc. you can get from kissing whether or not you have chapped lips if the person is sick/or and shedding virus.
