swollen feet and ankles

feet swelling on and off for 2 years.  Should I see a doctor? I have no insurance and thats why I have not been

Edema in both legs can be a symtom of congestive heart failure, or inadequate kidney function. Some blood pressure meds can also cause this, which means you would need to switch meds. This should be checked out immediately.  One or both legs can also indicate a bllod flow problem, as the blood is pooling in your ankles and feet.
