I have a red dry flaky penis and sack, which are itchy, any advice?

I’m 20 and for about 5 months now my scrotal sack and penis have been very sore and have itched. To look at it’s red, shiny/leathery, very dry, flaky. I tried intense moisturiser for about 4 weeks which pretty much got rid of the effected area on my penis and the flakeyness on my sack, I have tried soaking it in disinfectant after the 4 weeks which made no difference, I then tried talcum powder which has dried it out more. I’m really struggling, any advice would be appreciated, I’m considering trying some betnovate, I’m wondering if it’s eczema
I did have a ringworm on my shin which was treated a few weeks before this flared up if that’ helps?

Just looked and the dry flaky skin extends around to my anus

Probably jock itch.  Get some antifungal stuff.  Alternatively, it could be perfumes in your detergent or your soap.  Did you recently switch brands?   The perfumes in those things are quite allergenic.  Use perfume free stuff.
