Texturized penis head

I'm aware I have penile papules around the head of my penis but I noticed my actual penis head has become bumpy and texturized. They are painless and I don't have any like symptoms of anything. Is it the pearly penile papuls?

Pearly penile papules are just an anatomic variation.  They often attenuate in middle age.  As for a  bumpy "textured" glans that is often a result of cornification of the normally mucosal skin there - one reason, btw, circumcision is unpopular to some men because eventually it causes diminished sensitivity.  It can also develop if so-called "**** rings" are used frequently resulting in an "overinflated" penis, which once it goes back down, the now overstretched skin on the glans literally wrinkles.

If your penis head is exposed all of the time, it is probably becoming calloused.

The head of the penis is covered with mucosal membrane, not skin, so it is supposed to be kept moist, which is one function of the foreskin. When the foreskin is not there, the head dries up and gets oalloused and leathery.
