Penis issues

dear doc,

    In December of 07 i was diagnosed with prostatitis  I took cipro 1000mg a day for 10 days and the pain went away.  My symptoms were severe lower abdominal panes and it fet like my genitals hurt.  Some time passed i was fine i started having some stomach trouble, went to see a urologist who conducted a cystoscopy on me cause he said my symptoms didn't suggest prostatitis so he thought i may have bladder issues.  He concluded that everything was fine and that i didnt have any prostate issues. mind you he was wrong cause a CT scan showed inflammation.  My stomach pains disappeared.  Now 3 months ago i had an encounter with a female and while she was preforming oral sex on me her teeth broke the condom and tore my skin.  About a week later when the doctor did a swab i felt a sting.  Since that day the sting has never left me.  

It hurts when i urinate... (not all the time)
It seldom hurts when i ejaculate
It hurts on its own without any urine or semen
The stinging pain is right inside the glans penis .

My GP tried to treat it with a two week course of cipro but it had no affect so i decided to see a urologist.  Without even testing my urine semen or checking my prostate he prescribed a 6 week antibiotic course of ofloxcacin.
I am clean for all stds you name them i got the test.  Now i am wondering as to what is causing this pain and why does it wax and wayne.

Also I'm not an expert but doesn't my symptom present symptoms of urethritis?
And is ofloxacin a dangerous antibiotic.
