Question about male yeast infection

Hi, I have had a rash on the head of my penis for about 2 months. I have gone to a
Dermatologist about 1 month ago and he ruled out any STD ( my last encounter was 3 months ago). My symptoms are a rash with no discharge on the head of my penis. The skin is often wrinkled/scaly and somewhat shiny but not flaky, and that seems to come
And go. My foreskin is also tingly/itchy. The final symptom is the opening of my urethra is slightly red and Irritated. Once again, I have no discharge nor does it burn when I urinate. I've used antifungals, cortisone and lotions to relieve psorasis. The dr seemed to think it was fungal but it hasn't gone away no matter what I do. My question is, Is
It possible that I have a yeast infection and if it is, what can I do about it? Thanks in advance for any information

I've been using monistat 7 to clear up any symptoms and today after 5 days I started having discharge. Is this normal? I haven't had anything prior to this
