Weird bump on my penis?

Hi. I am an 18 year old male. For the past couple weeks, I have noticed a small circular-ish kinda skin colored/ slighty pink bump on the right side of my penis. It is right above my scar line (I am circumcised). It is painless, and looks like a wart. It feels thicker than the skin on the left side. I first noticed it after not washing down there for a while; I would rinse but never use soap. Now, I have been using baby shampoo but it still isn't going away. There's no bleeding or discharge. It looks kinda indented in the middle, like a donut. I am a virgin btw. Could it be dry skin or something? I'm scared that it's penile cancer. I want to go to the doctor but I went 3 weeks ago for laryngitis. My mom doesn't think it's a huge deal. Please help, thanks.
