White Blisters on Foreskin

HI,

I have some white , painless, tiny blisters in few clusters on my foreskin. They have been since I was 10-12 years old (now I am 24). Since they have been there for a long time,I was I suspect it being an STD. But still seek a medical help. I did not have sex until the age of 16.

I have even visited a doctor who prescribed me Flucanozole tablet, Clobetasol Priopinoate and Salicylic acid ointment (brandname DIPSALIC from Schering Plough) and Ofloxacin.

Firstly I would be willing to know the cause of these blisters(That too at very young age), which are painless. Though I can see growing them in number at a very very slow rate. But still I am worried.

My guess would be pearly penile papuals, they are not an STD and from what I understand are fairly normal
