Sounds possibly like a nerve root is being pinched in the cervical or thoracic spine. I would try consulting a Neurologist.
If all these physicians think it is "severe anxiety" what treaments/medications have they ordered/prescribed for you? If you were responding to their regimen, then I would say it is anxiety, but if you are not, then I would say anxiety is NOT the underlying problem.

I am not a professional, but I would definitely make an appointment to see a neurologist. It certainly sounds like it is something with your nervous system. I think a neurologist will order a MRI of your brain, first of all.
When doctors have no pathological findings, they like to attribute it to stress. I know from experience as do many of us that still are undiagnosed.
Sometimes any kind of stress will bring out an underlying medical condition.
I would at this time start keeping a "diary of symptoms" as a history because this is a good tool for a physician to find a diagnosis, as well as physical examination and diagnostic studies.
