What is happening to you is you wrenched your neck badly in the car accident, which is referred to as whiplash. This is where your head is thrown forward and then backward with an unnatural force. When this happens, all your muscles and nerves and spine are pulled very hard out of position for a few seconds, and this hurts. Muscles can be torn or at least stretched, kind of like a sprain, nerves and spinal cord are yanked around and they will react by sending pain signals to the brain.
Muscles and nerves that are affected when the neck is wrenched like yours was, include all muscles and nerves in the vicinity, including those that go into the face. Your muscles are indeed spasming and that's what you're seeing under your eye. The particular nerve that generates your particular facial impulses is the trigemenal nerve.
After a car wreck, it takes people several weeks to really get over it. The part of your body that was affected the most, the upper neck area, is all inflammed, swollen, strained and sprained, tensed up, and until all the structures heal, it's going to give you that headache, give you those tics in your face, and continue to bother you a lot. Best thing you can do is have a friend or relative carefully rub out your shoulders and the back of your neck (not the sides), which the shoulders is what's giving you the headache, your neck is giving you those facial tics, and the more relaxed and less swollen the area gets that was strained, the better you're going to start feeling.
Since a week has gone by, cold packs won't be as effective as warm packs, but you can try either one to help with the pain, to help you relax. You could even go to a massage therapist, there is nothing better for a person than to have their backs completely rubbed out, or you could try an acupuncturist, which will help open the nerve pathways that are presently blocked by injury and swelling.
If you want to, you could visit a neurologist, so he can make sure you didn't completely ruin the nerve that goes into your face, altho I imagine he will say it is temporarily goofed up on account of your whiplash swolled up everything in the area, so it's going to take time for the swelling to go down and release that nerve from spasming. So, massage, heat, long soaks in the tub, rest your head and neck... your regular doc might order a soft collar to help support it, and in general take it easy for a while, and eventually your headache will go away and your face will quit jumping around.
