Osteoartheritis?

I'm 21y f , I had an MRI saying I have mild lateral patellar tilt  and a shallow femur
, it's been a year and 4 months ( 16months) now ,
I went to a doctor ,said I have a weak VMO and I need to exercise it , ,
I've been doing exercises at home , not regularly   , I'm not sure Im getting any better , what kind of exercise I need ? why I am not getting any better !! is it possible that this swollen knees develop an osteoarthritis ?
Can I just drop the exersices and just try to get use to my knee deformtie or is't dangerous to do that?
