what happens when the doctor breeches a pain contract?

Ive been a back patient and pain management patient for many years, but hated everything about PM and the stigma attached to it. I have managed to get off of PM and lower my med doses so my GP said he's do a contract with me. This arrangement has worked well for 7 years. However, the last couple months he has had back surgeries and hasn't been in the office when I go for my refills. No apologies or back up plan...I have learned from his nurse that many patients are contracted with scheduled meds and also stuck as I am. We have a contract and must follow it to the letter, why then is it acceptable for the doc to breech his end of the contract. Does anyone have any advice on what I should do? I don't want to find another doc and since I'm under contract if I do he can fire me for seeing another doc!
