If I get a restraining order on my babys father does that mean he cannot be present for the birth?

As soon as they serve him the papers. His parents can but he can't

I did and said they "cant help me unless in actually filing for one" ahh. Idk what to do. Can his parents be there but not him under the restraining order. How soon can he stay away from me when I file for one?

Call your courthouse or police station and ask. Its different everywhere.

I want to get one. My cousin whos a cop says I can get one if he is verbally abusive. how do I know if he is verbally abusive? He puts me down when he fight and when I get sad and want to leave he says i have to hear what he says and that I "play the victim"

Exactly what that means.  He can not be ANYWHERE near you. When I was 17 my mom didn't like my bf at the time so she put a restraining order on him to keep him from me. She finally got to know him and like him & never dropped the restraining order because she thought it expired. We got pulled over for my moms speeding and he was with us and they locked him up. Police do not play about those.  Don't get one unless you are 110% sure you don't want to be around him under ANY circumstance.  Even the birth of your child.
