pain and congestion

I feel congested in my throat & upper chest area, & my upper back hurts a bit, and there is shortness of breath..
What could it be.

See your doctor. You may have  asthma, or  emphysema, or an infection such as bronchitis. To clear your throat try gargling with warm salt water. (Don't swallow it.) Then take a small spoon of honey. It helps.
