Can Vagina discharge transit STDS

Dears, this time I help one of my friends to ask a question, who is not able to read or write English well. 12 days ago, he dated a girl after they chatted through web. At that time, he touched her vigina and some of her socernent left on his hand. Without any washing, my friend touch his penis, but at that time, the socernent was dry. After that, my friend is very worried about this action. He wonders that whether STDS, especially the syphilis can be transitted via his action. I have told him several times it is impossible.
