Not sure what this red spot is

Hi, I recently discovered I had a red bump on the top of my penis head. It does not hurt as all, and is as sensitive as the rest of my head (I have just begun trying to pull back my foreskin and stretch it, which led me to discover this.)
The texture is a little slimy(?) when I run across it, and if I let it sit for a little bit, I can wipe up some kind of liquid if I brush a tissue against it.

Again, it does not hurt and here is a picture of what it looks like:

The bump is not that tall, but it looks like so from the angle I'm looking at. It's at the same level of the rest of the head, but is just a different color and more glossy.
