is this an std?

Okay I really need help. There's 2 problems but 1 of them isn't really a problem I think I already know its nothing. What I think is nothing is that there's this white / skin colored bump on the underside of my penis and its painless and its been there for like 3 years or so. I've researched and it said an std can't remain the same for that long BC it should go thru changes or something like that. Its more visible when you stretch out the skin. Okay anyways now to the more important part of things. Near that white bump is a pretty large patch of skin and its like some really dry skin. At times its red, at times it barely shows, and at times it's white and flaky. When I wet it with saliva or shower all the dryness goes away and it just looked like a red spot. There's also a cut or a slit in that dry skin area that is pretty painful when I touch it. After sex it turns really red and I can feel that cut hurting. Sometimes I could feel a little pain around the area out of no where. Around a year ago i had this but it wasn't this bad. It seems like the dry skin expanded over time. And I'm really worried if this is an std or some skin problem like eczema or something . please help
