Negative STD tests?

Ive had an uncomfortable problem since september of last year. I have gotten 2 std tests and some urine tests and I come up clean for everything. My penis gets itchy and if I rub the itch I begin to get small red bumps instantly on the top of the skin of my penis when pulled back and the skin appears reddish as well. It usually takes several day to a few weeks for it to disappear and go back to normal. Interestingly enough it appears that it gets healed up faster the day or a few days after I have sex. But it often comes back and the itch start occurring again and right before I know it I have the same problem again. I was told by one doctor that it might be irritation and also I was given an ointment for it although it didnt help much. Other doctors have just said to wait for the std results but I get no help from that as what it could be because I come out clean. Anyone have any ideas as what it can be? What can I do to get rid of the issue? And what can I do to prevent it from coming back?

You can ask them what tests were done.

I am not sure about getting specific tests but they just told me I was negative for STDs

sounds like irritation or a fungal infection more than anything.  

did you also get type specific herpes igg blood testing at least 3 months after you had last had sex when you had your original testing done?
