Negative results but still having symptoms

I am a 27yo bisexual male, about 4 weeks ago I had unproteted oral (receptive and insertive) and anal (insertive) sex with another man. About two weeks afterwards I noticed a discomfort in my urethrea which promted me to milk it and had slight clear discharge which progressed to a slight white discharge over the day.  I immediately went to a local health clinic to get checked out.

I was given a uretheral swab and put on 1g of Azithromycin and told to come back in two weeks to get my results. During the first week everything seemed to be back to normal, but two days ago my discharge came back, this time it was more prevalent once milking my urethrea and had a slight yellowish hue. Knowing I had my results the next day I decided to wait to go in and see what they were before bringing up the issue. To my suprise my test results were negative for gonnorrhea and chlamydia. I then brought up the fact that I was still having a discharge and they agreed to test me again. Another swab was taken and they gave me another round of zithro as well as a shot for what they said would catch any gonnorrhea they might've been missed, they were reluctant to treat me though as they felt it was unnessacary due to my negative tests the last time.

I go back in another two weeks for my new results but I'm confused. how and why would my discharge get worse if there was no infection on the test? Is there something else that could cause that? they didn't notice any rash or bumps or lesions that would suggest herpes and I read that's the only viral STD that can cause a discharge.

Hopefully this round of meds shows some results, it's been a day so far since I've taken them and the discharge is still there.

I would assume that NGU would be the prognosis due to the fact that as of right now gonorrhea and chlamydia have been tested for and are not showing up. But even if NGU is the case, wouldn't the first round of Azythromycin have knocked this out? As of right now I still have a discharge but it seems to be fading although it is still cloudy.

I went and got tested for chlamydia, gonorrhea and syphilis earlier this year at the same clinic for a scare I had after an oral sex encounter and that test was negative too from what they told me on my last visit. Is it possible to get two false negatives? They believe it's not an STD but a deeper problem like prostasis.

NGU...have them test for this.
