Possible STD?? Hospital wouldn't test doe for anything

So I went to the hospital today and I know for sure that there is something more going on but I was sent home and see if I had nothing. My tongue has white blisters and it's so painful and I can't even speak. It's just my tongue though. No where else in my mouth. I have pimple like bumps all over my body mostly on my face, behind my ears, forehead, chest, chin, arms, legs, inside my nose etc... they are very itchy and painful. They get infected if I mess with them. I can't even shave because of these bumps. I thought it was herpes or shingles and the nurse practitioner at the hospital told me that no it's neither of them it doesn't look like anything she knows so she sent me home with a mouthwash and that's it. I've been like this for over a week and it's getting worse. What I have noticed is that my head my whole head of hair is full of bumps. Every single one of my hair follicles.  That's where it's the worst and it's very itchy I feel like I have dandruff but it's pimple bumps. I would like to add that I do currently have untreated Hep C, I used to be a heavy IV user, and I just got out of jail 2 weeks ago. This is been going on that long and it's extremely painful and I'm exhausted. Please please please help to make sure it's not contagious and if it's an urgent matter or not thanks
