tiny whit lumps under beneath the surface of my scrotum

Hi,
i am 17 and have only had sex with on partner, using a condom. i have recently noticed tiny white lumps just beneath the surface of my scrotum and on the shaft of penis, they do not hurt and appear to be where my pubic hairs come out. i was just wondering if this is a form of STD or is it normal?

Does not sound like a STD, you would need to see a Dr for proper diagnosis.
