red blotches when urinating

I've noticed for the past two years, whenever I urinate one or two small red blotches appears on the glans of my penis. these blotches will disappear after a few seconds. they are always in the same two spots. sometimes, the blotches appear white. the skin otherwise looks exactly the same; only when i urinate does this occur. no pain, either.
what could this be? an std?

This doesn't sound like any std.  And if it has been going on for two years, why have you not gotten it checked out by now?  The best advice to give you is for you to see a doctor and have your condition evaluated.
