clarification of 28 days

do you count the day of exposure as day 1 or do you start counting the next day?
i ask because i had encounter on tuesday and tested 4 weeks later on tuesday which would be 29 days if you count day of encounter or 28 days if i started counting the next day.. i promise this is last question.
