Facial blister bubbles and dark marks that won’t go away

My daughter has had trouble with what looks like a virus on the face for 10 years. She is 14 now. It has been on her nose, chin, eyebrows, forehead, and now under her eye. It’s always one big one and others at different stages. They aren’t pimples! She needs help figuring out what it is.
