Your diet is the problem; it is too restrictive. This not good, especially for a growing teen. Sounds like you are lacking fat as well as minerals and nutrients in your diet. Estrogen depends alot on your fat%; which I am assuming yours is too low. (Estrogen= breast development, periods, etc.)
In a sense, I don't believe in charts because everyone will not be represented on the charts, but I would consult your physician about this.
Please get a full blood exam from your doctor - as Rockrose suggests vegan diets can cause deficiencies because we are Omnivores (meat eaters) - it's likely you are deficient in B12 as she suggests. You can get B12 suppliments if this is the case....

Reading through your profile it sounds like you are suffering from B12 deficiency.
There is no source of B12 in the vegan diet, a nutrient that is essential to humans. Humans are omnivores, not herbivores, and require nutrition offered from animal sources.
Get your B12 checked. You'll have to supplement your diet with B12 to remain healthy - and there are no true nonanimal sources of that although an animal source of B12 is added to the Rising Star vegan products. (So they aren't actually vegan).

Forget those charts. I have four sons...each time I gave birth they told me that the baby was too small...would never catch up, etc.
Every single person in this world is different.
My 2nd oldest son was 5 pounds 4 ounces and 17 1/2 inches long at birth.
They told us that he would never grow...they said that when he was 2 to double his height and that is how tall he would be when he was full grown...he should only be 4'1"...when he was 16 he boomed.
He is now 5' 10" and 180 lbs...normal in every way.
My oldest is now 6'2" and 140 lbs.
The third was only a bit bigger than the second ...he's 6 feet tall...now.
I didn't really grow until I was 18...I am now 5'4" and 115 lbs.
Your breasts will grow eventually. If you haven't had a period by the time you turn 16 you should see a doctor though.
Are you very athletic? Athletic women seem to have more problems with periods.
My best friend was 17 before she got her first one.
Again...everyone is different.
