If you have been working on computers for too long, slep in wrong posture, have a bone disease or spondylitis, then coughing, sneezing etc can jar the spine and cause compression on the spinal nerves. Use a hard bed to sleep. Avoid a pillow. Roll a towel and place it under your neck while sleeping on the back and between head and shoulder when lying on the side. Initially this will be uncomfortable but with time the acupressure will do wonders. Use an analgesic cream or spray. Anti-inflammatory drugs help.
A MRI of the cervical spine and nerve conduction studies may be required. Please consult a neurologist. The treatment is to remove the compression. You have to discuss the best treatment option with a neurologist, which can range from medication to physiotherapy to traction, cervical collars or even surgery. Alternatively you can visit a chiropractor or a physical therapist and learn some exercises which you can do to relieve the compression.

I've had this before, where it's all in my upper arms, across the torso of my body, chest area. I've been told it's stress related. Can make it feel like a heart attack but if you can find ways to detox on the stress, it may help. Good luck and hope it helps.
have you injured yourself recently or strained anything. did you over stretch, fall, or feel a pull during movement? (or playing video games like wii?-this can give very sore muscles for a while!)
it sounds like it may be coming from the back/neck, possibly a bulging disc pressing on the nerve. I am not a doctor and am just guessing but would try cold packs and anti inflammatories, avoid lifting, twisting etc and see how it goes. if there is no difference check with G.P.
