I am not entirely sure of the cause, but from the research I've seen one person said her liver enzymes were off, so you might want to consider getting a liver panel done-I personally would think that you would be jaundice, your skin color and whites of your eyes will look yellow if these were off but the other person didn't mention this being the case with her. But jaundice(even if not seen does in fact cause itching but it is generally body wide not localized to one area).
Another person said her symptoms which were the same was a fungal infection and that Fluconazole" 150 mg tablets and ketoconazole based cream applied to the area twice a day helped stopped her problem.

Localized itch can be due to dry skin, allergic dermatitis, eczema, scabies, contact dermatitis, shingles, psoriasis, fungal infection like or Tinea. The bruise could be formed due to scratching. Other than that it can also be due to contraceptive pills if you are on one. Thrombophlebitis (inflammation of vein, clot) can also cause itch and bruise.
Please consult your PCP for primary examination followed by referral to skin specialist and if need be to vascular specialist.
