How can I treat this rash?

I have not been sexually active for over 12 months, I've already had std testing that came back with clean results. I have 2 small, no bigger than my fingertips, red blotches on my pubic area. They are not raised nor do they flake or puss or do anything besides being red and occasionally somewhat itchy. If I do scratch they will get a little bloody and more red, but no actual blood comes out, seems to be more a result of scratching too hard than anything else. They first showed up about 5 months ago, and have not gone away a single day since they first appeared. Around the same time I had about a 2 inch rash breakout on my wrist as well, this is not red all the time but it seems to be just a tiny bit itchy every day, but never breaks out fully anymore.
