Urethra Pain

I have had urethra pain for the past month (when urinating and not), just recently it started to worsen to the point where i went to see a urologist. The doctor said that I did not have any signs of infection so he wanted to check for scar tissue. Well after being put under and waking up to find out there was no scar tissue. He then prescribed me 1/day flomax and to see him a month and am starting it tonight. Considering that I do not have an infection, STD, or scar tissue, what could this be? I am only 19 years old.
