White bumps on penis and scrotum

Ever since I hit puberty I've been developing white bumps all over my scrotum and on the base and shaft of my penis. Most of them have hairs arising from them. They are not itchy and don't hurt but they look quite ugly and I am too embarassed to enter into sexual contact with anyone. I have darker skin so they are quite noticeable. I am a 21 year old virgin and have been masturbating almost everyday since I was 13.
Are these white bumps due to the constant hand contact on my penis because of masturbation? Is there any way at all I can make them go away or atleast prevent new ones from showing up? I am going to see a doctor about them next week but would really appreciate any tips or general info.

I also have this problem. They dont do any physical harm to me except that I hate the way they look

Thanks for your quick response.
The bumps are quite tiny and only look elevated and pronounced when I tug slightly at the hairs that arise from them. None of them look like bumps unless I stretch the skin.. but there are lots of these tiny white spots/ bumps especially all over the scrotum where they are all roots of hairs. The ones on the penis are more white discoloration spots than bumps. They are not singly but are clustered together.. there are lots of them in the areas where they are present.
I have never had any redness or pain in the associated regions, although once every few months I have a problem where the tip of my penis burns after masturbation, but it goes away in about 10 minutes. I don't have similar bumps on the body but have had persistent cyclic acne problems for many years. Nowdays I mostly struggle with whiteheads. As far as I know, none of my family members have such a problem.

Are they shiny or scaly?

Are they clustered together or do they appear singly?

Is there any associated redness or pain?

Are there other similar bumps in the body?

Any family members with similar presentation?
