Bright red blood in urine is not normal. Causes can be divided according to the affected organ and they are Kidney conditions (infection, pyelonephritis, kidney stones, polycystic kidney disease), Bladder conditions (cystitis, bladder polyp, bladder tumor), Urethral conditions (Sexually transmitted diseases, urethral injury, vaginal inflammation), and certain bleeding disorders.
You will need to consult your primary care physician for proper assessment. He may do tests like urine analysis, blood tests, X rays, ultrasonography, CT scan and sometimes cystoscopy to detect the cause.

You need to see a urologist. Unless there is more to the story, you will likely require a urine C&S, an upper tract study (contrasted CT or IVP), followed by cytoscopy.
The clip board busybodies say you need cytologies as well but thats a waste of money unless there is a real indication, IMO.
