I have a 7mm stone stuck in the left ureter for over two weeks would a ureterscope using laser or shock waves to smash the stone be the best option

Well, without knowing the relevant clinical details such as the precise location of the calculi, symptoms, duration etc. or a detailed clinical evaluation it would be difficult to comment specifically on the situation. If the symptoms are recent and well controlled, usually a conservative approach is preferred. Interventional options such as lithotripsy/ stone extraction are usually reserved for large stones (>10 mm), or where conservative management has failed. I would suggest discussing the situation and the suggested management plan in detail with your treating urologist.

I'm not sure which is best, it probably depends on your specific case.  I had two surgeries for kidney stones in Feb and my urologist pulled them out but a few of them need to be broken up because of their size and I have an unusually small ureter.  I ended up having 11 kidney stones removed. I hope you get your taken care of soon! Feel better
