scales on my penis

ok im 18 and i havent had sex partly because of this exact problem. ive got these really small. i gueess u would call them scales. on the rim of the head of my penis. but they dont go all the way around, just on the left side. they start in the middle at the top and go around to almost an inch. i have the same thing on the right side but there not big scales there like really small but u can notice them. i dont think its an std seeing as how ive given blood twice while having this. ive had these scales or whatever they are since i was probally around 14. ive not one to the doctor because i just kept saying. oh theyll just go away soon. but idk. i also have these small bumps on the underside and side of my shaft. its not alot of bumps just a few and they look like red bugs but there not. and they been on my penis maybe 2 years now. i guess i havent went to the doctor because i have no discomfort or pain. i can upload a photo if that would help

OK NEWS UPDATE

i went to the doctor yesterday and great news :) turns out i have ppp "Pearly Penile Papules". completley harmeless. non cancerous or contagious. altho theres no cure to get rid of these besides having a laser take them off. i think ill leave them on. they dont bother me at all and you can barely notices them anyway, just wanted to update for anyone who might have a similar problem. if u wanna see a picture just google it

From the symptoms it can be due to dermatitis, sweat dermatitis, eczema or psoriasis. Go to a doctor and get this checked out.  And let us know what he/she says.  If you post a picture and let us know what the doctor says, then other guys who may also have this problem will be able to look and see if it is what they've got going on, and they can know what your doctor said to you.

Final answer:  go to the doctor and have it checked.
