I will have to try to find some cheep casseroles to make, since I have to watch my carbs my dr said not to eat corn cause it has 17 carbs- 2 fiber= 15 carbs per serving but green beans have 5 carbs- 1 fiber= 4 carbs per serving much better option, issue here is my husband will not eat green beans ( I'm sure you know that issue)

Another thing you can do is get as many canned veggies as possible. Although canned is not as good for you as fresh/frozen, it's still okay. There are casseroles that can be made using veggies - green beans, corn, etc.
We're going to be looking for ways to help people stretch their food budget a bit further.
I do get tuna in the boxes too, also I do spend my cash on meat... skinless chicken breast, pork chops, ground beef, stuff like that

You aren't complaining -- this is a fact of life for a lot of people.
I would guess that the food banks give out that type of food because it is filling and satisfying; not because it's good for you.
I understand that you don't have a lot of money to buy food, but can you afford some fresh/frozen veggies to go with all these carbs? A head of lettuce & couple of tomatoes for a salad to go with the beef stew? A can of tuna to put in the mac & cheese to give it more protein? Some broccoli to go with the rice? A loaf of whole grain bread and some cheese for a sandwich? A bag of apples?
You don't have to spend the extra $ for organic foods or anything -- just check what's on sale at the grocery store of your choice and see what you can come up with.
As always, try to spend the most of your grocery $ for products around the outside edge of the store --- produce, dairy, meats, etc.
In addition, try to limit your portions as much as you can and still make sure you get enough nourishment. I know it can be a juggling act to come up with healthy foods on a limited budget -- had to do that when my kids were little -- it calls for creativity -- making something good out of an inexpensive pound of ground beef, tuna, etc.
Hang in there and don't give up -- I know you can do this.......
