Exercising and dieting but no weight loss:(

Hi, I am 16 and i weigh 125lbs (55kgs). I've been eating less and doing jumping jacks for 3-4min per day for a week now. But I dont see any change in my weight, please help.

That's not a lot of weight -- how tall are you?  And jumping jacks, if that's all you're doing, for just a few minutes won't do much for someone with the energy of a 16 year old.  Are you an active person, or do you sit around most of the time?  And eating less isn't necessarily the answer -- what you eat is more important.

I'm 5.5 ft (165cm) and i only exercise for an hour on tuesdays cause it is my p.e. Class. I have changed my diet since my question, so I'm trying to slowly increase my calorie take to 1100cals because I've been eating around 900-1000cal everyday for a year, so my metabolism has decreased a lot. I am overweight for someone my age/height and I have cellulite and strech marks.
You're really not that overweight.  You're out of shape.  The food you're eating is probably high in sugar and simple carbs, meaning you're not burning it fast enough and it's storing as fat.  What is your diet like?  When you're not "exercising," are you out and about and moving or just sitting around?  You're young, you need to move and you probably would benefit from some resistance training.  
There is this app called 7 and i have recently downloaded it; im trying to do most of the exercises daily(if not, 3times a week); and i have increased my calorie intake to 1100 since last week. I usually sit down, i take an average of 2500steps daily. I rarely eat fast food but i consume a lot of rice and protein rich food like meat and chicken; i also eat about two or three scoops of vanilla icecream daily. What can i do to lose weight and reduce inches? All i want is to have my petite physique back and lose the arm,belly,thigh fats..
