When pregnancy occurs, cessation of menses occurs. You cannot have menses along with pregnancy. Hence if you are having regular periods along with pregnancy then there is always a risk of miscarriage.

If you mean monthly bleeding as in your period then you cannot be pregnant and have a period - it's not possible. Also, false negatives will only occur if you've tested too early. That's why you need to wait at least 2 weeks since intercourse of until your period is due to take a pregnancy test.
