I have just started seeing a guy we are getting pretty serious and we have sex alot.
I am becoming concered though because recently my clit started to hurt to the touch.
and recently i found im not sure if they are bumps but it looks white around the clit and its also a little bit swollen.
When i pee the pee is smokey and sometimes hurts.
Could this be an std?

you should definitely see a doctor and get checked for sexually transmitted infections.  
In the meantime you should use condoms with any sexual partners, and if you do have an STI both you and any sexual partners will need treatment (or you might just keep reinfecting yourself).  The other problem you might have is a urinary tract infection, which is where bacteria gets introduced into the bladder and causes an infection, which can make it sore to pee.  IF this is the case, it is easily treated with antibiotics from your doctor or sexual health clinic

It very well could be. What you are describing sounds like gonorrhea. To be positive you should go to your doctor to get tested and if needed, go on antibiodics to clear it up. Don't put it off, gonorrhea if left untreated can lead to PID which can cause infertility.
